We, representatives of indigenous peoples' movements and colonized regions of the Russian Federation, in addition to the Declaration on Decolonization, the Gdansk Manifesto, and the Declaration on Dismantling the Russian Federation, declare:

1. The so-called Russian Federation is not a monolith, it is not one nation or one state. It is a colonial continental empire, with hundreds of colonized and de facto occupied indigenous peoples and regions.The future of each liberated nation and region must be decided by its own people and region based on the principle of self-determination of nations up to and including secession and other universally recognized norms of international law.

2. Moscow and Moscow "all-Russian" politicians have no right to speak for "all of Russia" - it is necessary to revise the policy of supporting pseudo-democratic "all-Russian" movements and leaders who level the idea of national and regional differences and speak on behalf of "all of Russia". Such leaders and movements are one of the tools of the Kremlin's expansionist and imperialist policies, part of its propaganda and repressive machine, and should be denied this opportunity.To counterbalance them, direct dialogue between EU and NATO leaders and representatives of indigenous peoples' and regional movements is necessary.

3. Putin (the number one terrorist and war criminal in the world at the same time) and his clique of Rashists, the same terrorists and war criminals, are not the cause, but only one of the symptoms, a consequence of the problem. Its source is in the very imperial, anti-liberal and anti-humanist essence of the so-called Russian state.It is necessary to create a multi-scenario strategy for change in Post-Russia, as well as effective instruments of support, assistance and constant dialogue, communication and feedback from the real dissident leaders of indigenous peoples and regions with the institutions and countries of the free world.

4. Only complete and irrevocable decolonization of the so-called Russian Federation is the key to long-term peace and the creation of a new collective security architecture in Europe and the world

5. Adoption of the requirements of complete denuclearization and maximum demilitarization (not only of all weapons of mass destruction, but of all offensive weapons) of the future independent states of the Russian space as the basis of programs to support de-occupation, recognition of their independence and socio-economic Reconstruction.
